We typically hire for a role, (not a person) and those roles come with headcount budgets. So if we meet someone who is great but 2x more expensive, honestly there is no point unless we can find a different role in the organisation who is sitting on more money with a different role.

Having said that we meet people all the time who are great, but wrong for the role, and they tend to circle back around and work here eventually so we do track great candidates and find a home for them somehow :)

But if we didn't task salary up-front, we'd waste a lot of peoples time.
