So I wouldn't encourage people to prioritise based on firmi estimations. You are right. People should look to their strategy, at least in part, to help them decide what to do.

Firmi estimations are really just a way to calculate things. They help with market sizing problems, infrastructure design problems. In my experience, they tend to help you qualify ideas out quickly more than take on more ideas.
